CBS Is Already in Retail Operations: What Brazil’s Tax Authority Data Reveals
The adoption of the new tax field is advancing, but consistency across systems and processes will define the transition
Brazil’s Federal Revenue reported on October 9, 2026, that companies subject to the requirement issued 3.7 billion tax documents highlighting CBS during the 30-day period analyzed. Another 0.6 billion documents were issued without the highlight. This means that nearly nine out of ten documents in the assessed group already reflect the new tax under the Tax Reform rules.
In retail, NFC-e issuers reached an 81% rate of highlighting CBS in all or part of their documents. The figure includes 73,841 establishments highlighting the tax in every document and 94,827 doing so in part of their documents. The distinction matters: readiness should be measured not only by the ability to issue compliant documents, but also by the stability of the rule across products, channels and tax scenarios.
For retail executives, the central issue is that CBS highlighting does not end with document issuance. The information must remain consistent across master data, receiving, costs, pricing, credits, reconciliation, accounting and financial closing. A rule implemented only at the point of sale can create downstream discrepancies in other systems and processes.
The transition therefore requires an operational view of compliance. Companies need to identify exceptions, validate NFC-e and NF-e flows, monitor integrations and establish traceability. The Federal Revenue data leaves less room to treat Tax Reform as a future project: adaptation is already being tested in live operations.
